I don't really know the Biblioteca de Camões opening hours, but when I was unemployed I spent a lot of time there.

Sometimes I like to use the municipal libraries. I particularly like the Camões library, for its windows looking out on the river, and the Campo de Ourique one.
Por vezes gosto de usar as bibliotecas municipais. Gosto particularmente da biblioteca Camões pelas janelas com vista para o rio e da de Campo de Ourique.
